Domain names are registered on a first-come, first-serve basis. A domain is registered in one year intervals, and a domain owner can purchase up to five years at a time.
When a domain is registered, it becomes the property of the registrant (owner) for the duration of the registration time. A registrar such as Catalog.com cannot force a domain owner to give up ownership of a domain name, even if the domain is not currently in use. However, if you feel that someone has encroached on a name that should belong to you, there are methods that you can use to dispute the ownership of a domain. For example, if you own a business named "Wetzel's Wonderful Whistles", and find that someone else has registered the domain wetzelswonderfulwhistles.com, you can contact an arbitrator to help you determine if you have a right to own the domain.
